o Presently, I am working as Assistant Director (National & International Coordination) in the Frequency Allocation Board (FAB) Islamabad, Pakistan. FAB is acting as the designated notified Administration of Pakistan for PAKSAT Satellite Networks at International Telecommunication Union (ITU). FAB is responsible for the frequency coordination and other related regulatory matters of PAKSAT Satellite Networks. I am discharging the said duties on behalf of FAB under the able guidance of Director General (N&IC) and with the assistance of my supporting staff.
o I have been involved for the last more than five (5) years in the intricate task of Frequency Coordination of PAKSAT Satellite Networks with the affected Member States of ITU as per the relevant Provisions of Radio Regulations. I have played an important role in the successful conclusion of agreements of frequency coordination for PAKSAT-1/ -1R Satellite Networks with ITU identified Member States (Administrations). The said exposure has enabled to get familiar with the regulatory aspects covered in Radio Regulations and associated procedures of the ITU related to satellite frequency coordination.
o I have hands on experience on ITU Software Tools (BR Soft), third party software tools like Visualize GSO (Transfinite), SatCoord (RPC Telecom), for system fillings preparation, frequency coordination procedures and interference analysis. I have expertise in using SpaceCap, SpaceQueury, SpacePub, GIMS, GIBC, SPS, SpaceCom and SpaceVal. In addition to above, I can effectively use ITU online databases i.e. SNL and SNS for data extraction and any other related analysis. Use of the ITU online databases is very crucial while determining the respective priorities of the ITU network filings.
o I perform analysis of fortnightly published BR-IFIC (Space Services) by ITU on behalf of Administration of Pakistan. I examine the Special Sections related to newly published satellite networks fillings, which have the potential of causing unacceptable interference to the satellite and terrestrial networks of Pakistan. Based on the said analysis, we prepare comments using SpaceCom Software and draft requisite responses to concerned administrations with a copy to ITU as per the Provision of RR No. 9.52.
o I have sound understanding of the ITU-R Radio Regulations especially that of Article 5, 8, 9, 11 & 21, Appendix 30, 30A & 30 B related to un-planned and planned bands. I also utilize/ consult the relevant Rules of Procedures (RoPs) formulated by the Radio Regulations Board (RRB) in connection to satellite coordination, notification and recording procedures. I also consult on regular basis the ITU-R Recommendations related to radio spectrum managements, radio spectrum monitoring and satellite communications.
o I have good knowledge related to the structure / organization of ITU, especially ITU-R. I follow up the work of Study Group meetings, to keep abreast with the development made on the agenda items of the World Radiocommunication Conference (WRC). I have also been involved in updating the National Spectrum Plan and the Table of Frequency Allocation of Pakistan and to propose certain changes due to the decisions made at the WRC.
o To study the impact of the WRC decisions on the national spectrum plans and to draft recommendations thereof. To support the Spectrum Management Section at a broader level to facilitate the assignments and work with them on a continuous basis to accommodate the new requests with due consideration to priority of Radio Services and sharing criteria.
o I worked as a Project Engineer in COM (CS) department of SIEMENS Engg. Co. Ltd. Pakistan from April 2006 to March 2007. I was working on the Net-Manager Platform for EWSD operations/ maintenance and ADC project for automatic billing data collection of NTC & PTCL exchanges. This tenure at SIEMENS allowed me to practically witness the operation and maintenance of fixed line telecommunication systems.
