  You can use any tool you want, as long as you deliver independent HTM files, which do not require any additional tools to be displayed on iOS / Android phone

  1- I willredesign the HTMl document into a more modern look (different title, different frames or background colors, different font, etc)
  
  2- I will remove all rubbish from MS Word, so that only the minimal HTM codes are inside the file
  
  3-I will ensure that the new HTML file is responsive, display properly on any phone / tablet browser window (iOS + Android)
  
  
  This task is about redesigning 1 page only. The new design shall be TECHNICAL, not article.
