Make an animated gif of a waving hand

Preference: Sketchy style (see attached animation of girl)
Two mirrored hands waving bye-bye simultaneously.

Dimensions 649 pixels wide, 375 pixels high
Maximum file size 200kb

Preferred colors (should you need color)
White
Red 240/30/21
Gray 240/240/240
Gray 87/87/87

Animation will be used in the context of an e-mail message.

A static image representing the waving hand in motion should be added. For this image you may use symbols or graphical effects that have the same impression as the gif as a whole. The static image will be presented in cases where animation is technically not possible.

In the same illustration style I will probably need ‘walking fingers’ and ‘fingers forming heart’.

about the size i can use a software to reduce it . but impossible to use 649*375 with max 200 kb (i try it but the quality is not good ) . if you want only 200 kb i can dot it but with veryyyy simple gif
