Android/iPhone app for GPS System

Need to crate an Android and iPhone app that interfaces with my current GPS system written in PHP/PostgreSQL. System is on a Linux VPS and I will provide data based on the requests of the programmer. I will need to know in what format the data is required. Attached is a flowchart of the idea I have of the application. I will also show the website so the programmer can decide the best color scheme and I will make the logo of the company available in order to insert it into the app.
