Application access blocking program

Hi, I'm looking for a program that will block
the ability to run a certain program between
13:00 - 19:00 and 01:30 - 07:00 (GMT+1). It is important
that the time is not the same as the computer's time, but
from an external source (i.e. you shouldn't be able to use the program
by changing the time in the OS.)
If it's not much more costly, then I'd like these numbers not be hard coded
into the program. Instead the user should be able to change them.
The following tasks should require a password:
* Changing the numbers.
* Uninstalling the program.
You should not be able to delete the program in any other way than un-installing it.
The program should be turned on automatically when Windows Vista OS starts.
There should be no possibility to change this!
If the application to be blocked is re-installed/the executable files are renamed etc. the blocking
should STILL be working.
To summarize; if you don't have the password, you shouldn't be able to use the program between
certain times of the day.
Your choice of programming language is not a big matter. Java would be nice, for example.
I will want to have both the executables for the program + the source code.
