convert a textfile downloaded report into a new format

we currently download a customized report in JDE 7.3, the report is a text file, the same report needs to be uploaded in another portal which requires a specific format. what we do is to manually input the downloaded report/data into that portal. Please let me know if someone can handle this project. thanks.
