Create a like counter for our PHP based livechat service

We have a live chat service already.
We need someone who can:
- Add a 'like counter' for the operators. So users can 'like' an operator by clicking the button. This should be limited to 1 'like' per IP in 24 hours.
- The button should be in our design (maybe a heart icon)
- Should be user friendly for the admins to manage
