Bug Fix on mobile version of website

We have a glitch on the mobile version of our website. This is a sample page: [url removed, login to view]
On android and iphone, we have an issue where if you scroll down the page, the browser occasionally jumps back up to the top of the page. Sometimes, it is after the user clicks in one of the text fields. I think it may be related to the header that sticks at the top, but I can't be sure.
Please test and make sure you can replicate the issue on your end before bidding.
