Create a popup window for an ecommerce template

We are looking for someone to write the HTML and JavaScript to produce a popup on an Opencart template.
We will provide you with a JSON web api to look up product details when the user mouses over.
The end result to be some JavaScript that:
- attaches events to all on screen products to detect the mouse over,
- looks up the products detail,
- then builds and a appends a series of HTML elements to the doc to make the popup appear.
You will also be expected to write the CSS to style the popup.
This is a small simple project, so the expected budget is not to exceed $100.
