Arabic speaking/writing webdesigners for fulltime work $300-$400/month

As title describes, I am looking for Arabic designers to work on a fulltime basis. English language skills are also important but not as much as Arabic. Salary will range between $300-$400 a month based on your experience.
You are expected to finish at least 1-2 projects a week. Projects range from small to medium to large. You will have to be versed in:
- HTML
- CSS
- XML
- .NET (or PHP, both will get you a better salary)
- W3C
- PHP
- DHTML
- MySQL
- Graphic design for web pages
- SEO link building in the Arab pages
- Must own a voip service like skype and can be reached while working, if no voip is available then please consider getting one, many are $5/month.
- Arabic content writing
- Fast worker that AT LEAST finishes 1-2 projects a week, bonuses will be given for excellent work ethic
- Script installation
- Translation ability from English to Arabic
