C# Card Dragging using [login to view URL]

I am looking to have someone simply create a C# application that uses [login to view URL] to not only draw a card on screen(something I can already do) But I wish to be able to drag it around like you do in solitare. So If you can create well documented code on how to drag the cards around , including being able to tell when it is over another card that's what I am looking for.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition
