Convert small HTML site to Drupal

Job is to convert simple 10 page website, currently straight HTML, to Drupal matching current look and feel exactly.
There is a "Newsletter" section that is currently a directory list of PDF files. We would like to be able to have the customer able to upload those files themselves, and also, to be able to display them, from the PDF sources, right on the website without the website reader having to download the PDF. This feature may require further specification if Drupal has no "render PDF file" built-in. We do not want to write one.
The site name will be provided privately to bidders so that they may refine their bids looking at the actual site.
We will set up the Drupal site using the customer's cPanel control panel, and will supply a zip file containing the current site source code.
FTP access will be provided to the directory containing the Drupal site.
We will adjust permission settings etc.; root access will _NOT_ be provided.
