Create vehicle traffic flow in 3D

Not sure of the proper terminology but I need to be able to give you some data about a country road regarding elevation changes(hills),width slight turns etc so that you can create this info in a format to be able to show how this will impact traffic in this area. I would imagine this as a somewhat crude design when compared to the CGI in movies as it does not need to be that good. I would like to be able to view from all different angles for instance I would like to be able to see from 90 degrees from the street so that I can show how headlights from opposing traffic can blind you. I also need to be able to run some scenarios where traffic volume can be increased to an average count per hour. I need to be able to "fly" above the road while hovering above a car while traveling. I also need to be able to be in a car to show how traffic ahead and coming in opposite direction dips below our of sight from car due to hills and valleys. Any more info that you may need please ask.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
