Design changes to existing magento store

We are looking to have some edits done to our existing magento store. The candidate should have a good knowledge of magento, css, html and php.
The following are the edits we will need done to the website:
1. New top page jquery banner with links to pages.
2. Left hand side menu width reduced by 30%
3. Extend left hand navigation to top of page
4. Delete border on product images
5. 5 images per row for products
6. Delete underline in product title
7. Centre title text and change font, bold font.
8. In product sub category have best sellers at top of page
9. Add latest products to bottom of sub category page
10. Move related items into product listing page.
11. Make alterations to css and colour scheme
12. Remove Compare products when nothing compared
13. Change layout for top level category.
14. Add best selling items to top of main page as jquery slide.
15. Slight changes to top menu css layout.
The site is currently running magento community version 1.4. Candidates must have very good experience with designing magento sites.
