Custom WordPress Plugin(repost)

I require a very simple customized plugin for Wordpress V2.8 and under. The plugin is basically a simple popup/popunder generator for wordpress blogs. The plugin should be editable from the settings tab.

It should include the following options:

* It should be able to open a new browser window with a specified URL.

* Users have the options to set the new window as a popup or pop-under

* Users should also set whether it opens for new visitors or returning visitors

* A delay feature (in seconds)

* Where to show the pop up - options (front page/specific page)

* Popup dimension settings (width & height)

* Rich Text Editor if no URL is specified

* Effects (lightbox, dropdown, fade in effect)

Plug in needs to be made from scratch, you may not clone existing plugins.

coder MUST have experience in creating wordpress plugins. Examples of work must be shown with proof of ownership.
