Application to edit videos online

I need an application that will work inside a browser. I am assuming Flash will be the best solution for this but if you have any other suggestions feel free to mention them.
This is going to be an online video editor where user can upload number of clips and move them around on the timeline and merge them to make a video. I need a few more features to this like ability to add text to the video at any point or draw some shapes (like circling out a particular person on the video) and drawing and arrow and write a text and etc. Basically a tool where i can do video adjustments inside the web browser.
