Delphi Power options management software(repost)

I need an experienced delphi programmer to create an installable client/server program which can set the power options on any Windows operating on 2000, XP, 2003, Vista platforms from the network. The program should also be able to perform scheduled shutdown of PC even when logged off. See more details attached.

You may implement in 2 stages, client followed by client-server. Coder must test the setup in an actual network (at least 2 computers) and on multiple Windows platforms (at least 2 platforms, and must include Windows XP, and Windows Vista).
