Create a list layout, make site crossbrowser compatible

These are my requirements for a project, and more will come upon completion:

1. I have a grid layout on my Wordpress site, i now want a LIST layout as well. The framework is already in place, but the list layout needs to be designed. Please note that this is extremely tricky since i have an index page, category page, search page, and tag page. The grid view has to have one loop with specific css, the list view would needs its own loop with css, and it needs to be like this on all pages. Once this is done, the site needs to be made crossbrowser friendly, in IE6,7,8 and also the Mozilla version should look exactly like the Chrome version (my main browser). The semetry should be lined up. You would need to be experienced in crossbrowsing, this is the most important request of this project.

2. I also want my theme's design to be structured to load faster, right now it loads a part, then waits for long, then loads another part, so i think somewhere there is something causing these delays.

6. Just above the Footer, i want 4 horizontal bars, each bar showing the latest few post from a specific category. (ATTACHED FILE for a rough example that i found)

My wordpress site has a 3 column layout, sidebar content sidebar. Right now the template is a bit messy so it might need to be cleared up a bit. In short, create list layout, crossbrowser compatible. I will have more projets later on.

Note: My theme is not an ordinairy easy layout theme, its extremely tricky and you change one thing and another thing is broken, not to mention having it look normal in IE6,7 etc. If you are not up this challenge, pleae do not bid. I expect us to communicate on skype and be update as progress goes on. As long as i see progress, the timeframe can be relaxed.

NOTE: All above points have been completed except item number 6. So this project is only to do No.6
