a community based one-time job classified site

Hi.
My project is a classified like craigslist (designated for new york city), where users can post one-time jobs/tasks and people can bid to do them. Once they finish a task, both parties can rate each other (much like this site) on the others performance. Each user will have a mini-profile with a picture. However, it will be like craigslist in the sense that i'll facilitate these transactions, but not monitor them being carried out. Users will be able to contact each other via a messaging system attached to their profile and reach on an agreement for the price,job,[url removed, login to view] their own discretion.
Right now I'm working in Drupal, so I need someone who knows how to use that cms. What I need is: a front page with multiple tabs or links to show different locations in New York City showing user job posts. I need the user profiles section to look different. I need the fivestar rating module enabled for rating each other. These are the main things.
