check directory for new files and email

Need a script to check processed directories every sixty minutes that it has been modified .

The processed directory is static to the user/customer directory, but user/customer directories will be added/deleted on a regular basis. Directories that have not been updated in one hour should be emailed, in a single email, to the end user. Script must be commented and allowed for modification by end user; and amount of time processed directory updated to be in minutes. Example: End user should be able to change directory not modified in 1 hour to 64 minutes before being emailed.

Script will be run on a single Server 2008R2 that includes ActivePerl 5.10, but must also be compatible with the latest ActivePerl at publishing time (currently 5.16.3.1603). Perl or Powershell accepted.

This script will not be sold, rented, leased, included in a packaged product, or otherwise used for monetary gain.

check for remote files:

\\smbserver\na\user1\12345\processed
