Ad Scraper / Spy Tool Wanted

I am looking for someone who has experience making advertisement/data scraping tools, otherwise known as " Ad Spy" tools. The skills needed may include MySQL, C++ and PHP. Additional skill sets may be needed. I am only interested in people who have made ad scraping tools before. Due to the sensitivity of the project, I cannot disclose any more information until we have signed a Non-Disclosure Agreement. If you are interested, please respond to this with descriptions of advertisement/data scraping tools that you have made before. No preliminary work will be required, you just must sign this Non-Disclosure agreement so that I can describe to you the full details of the project. I would be willing to pay up to $1,000 dollars for this project to be completed. I will be paying by project completion, not an hourly rate. Whoever is awarded this project will be determined by experience level and competitive pricing. If you sign this document, you will still be able to make ad scrapers for other people. This document just states that you agree not to share with anyone else the information i am sharing with you.
