ISPConfig and PureFTP Not Working Together

I'm using ISPConfig, which has Pure-FTP.
I can setup a FTP account through ISPConfig, however when i try to login using an FTP client I'm unable to connect. Some searching shows that mysql is not allowing the connection, it is off. It seems PureFTP stores info in the mysql database, but because mysql is off it's not allowing the username/password to connect. Interestingly my sites using mysql ARE able to connect as they should (normally).
I would like you to fix it so that Pure-FTP is able to connect as it normally should.
