Add Explosion/Smoke Trail Effects to Existing Video

I would like a freelancer to modify existing footage provided to show a rocket being launched from a rocket launcher, creating a smoke trail behind it and then exploding in the distance. This effect would be approximately 3 seconds in length at 30 frames per second and will be used for the purposes of a youtube video. I would also like audio effects as well if possible within budget.
The raw footage provided will be in 1080p, but the final product will be scaled down to approximately 60 percent (as seen in the sample image below) and cropped accordingly so that the finished product will be shown in a montage at 720p.
