Create a Wordpress Template

I have a wordpress template that I want created into a site for a restaurant client. Some modifications to the template are required.
Looking for a reasonably priced wordpress expert.
The process will be a 2 step process:
1. Create a web design with client images/logo etc. Client has specific branding for their site so I am looking for a quality designer who understands western design.
2. Edits to the design must be allowed as part of this process and original files shared with me the project manager.
3. Once client approves, site to be developed. All content and layouts/designs will be approved and discussed prior to work starting. All content will be organized so you can access content with minimal "missing content" from client or issues from the client.

Customization - require the menu to have submenus (if that's not possible we will find another theme for approval).
Social Media
One page will be dedicated to social media integration of feeds from Facebook and Twitter (maybe Pinterest?). This will have to be discussed with developer in terms of the best way to creatively display. Client does not want display of small white boxes with grey outline (the basic display) so a widget will be required to be installed with the template chosen as most templates don't come with the integration.
