Develop a simple mobile application for iOS/Android using geo-localisation

We are looking for an experienced mobile developer who can create a simple mobile application for us.
We have Apple developer account and Google Play Developer accounts.
This can be developed native or cross-platform. We are open for suggestions, what is the best and most efficient way to do this.
The application will have the following functionality:
1) In the backend we store pictures and GPS locations associated with pictures
For example:
[login to view URL] - 48.8566° N, 2.3522° E (Paris)
[login to view URL] - 51.5074° N, 0.1278° W (London)
2) We get the current location of the user from GPS
For example:
Mobile in location 48.8566° N, 2.3522° E
3) When user is near a location which is in our backend database - we send a push notification (using Twilio)
"You are now in Paris. Click here to see more.."
4) When user clicks on the push notification, they will open the application and see the picture
