Improve current Android Adobe AIR app with Starling/Feathers UI AS3 -- 2

Looking for an experienced AS3, Starling, Feathers UI, Adobe AIR /Android developer for our current app that features live video broadcasters using AMS server, Remote Shared Objects, PHP Calls etc.
We need to migrate to Starling using feathers UI to improve performance and user experience.
We need a developer to setup the UI with the screens/functions needed and integrate the functionality of the current code, video object, text area, text input, etc.
The user list is updated with hundreds or thousands of users, so this is crucial so the app won't become slow, user list gets the data from a Remote Shared Object (AMS), usernames would need to have the picture from Facebook graph next to their username in the list (FB ANE already purchased)
The actual app has been on Google Play for 3 years now, and it needs to be improved with Starling and Feathers UI.
App was developed using Adobe Animate (Flash CC) with timeline coding.
The Feathers theme is already purchased, all you need to do is write the code and put everything in place :-)
Please note, you need to have experience in the following: RTMP Live video, Adobe Animate CC, Adobe AIR SDK, ANEs implementation, Starling, Feathers UI, Adobe AMS (Flash Media Server).
