Build an iot device based on ESP-07

We need a simple device that can be switched on/off and send predefined udp packets to a predefined ip address via a connected wifi access point cum dhcp. An LED indicator is required to know its on/off state. It should work on batteries and consume low power. It should support OTA.
The users should be able to define the access point, password, the ip address to send the udp packets, the 1 byte long data that needs to be sent as a udp packet payload. This configuration should be done by admin users via a web interface (over wifi) that itself is protected by a password.
