Print Screen OCR

I need to write simple Windows Service (running with user privileges) with these functionalities:
1. each XX seconds the service is going to take print screen (analogical to PrtSc key)
2. after the print screen is analyzed by OCR to find any text
3. all text found is saved into text file [login to view URL]
4. if there is [CTRL+KEY] stop the service, otherwise go to 1.
Requirments:
- compatible with Windows XP and higher versions of Windows
- desktop application
- OCR must recognize Latin II. characters

- ability to define parameters XX and KEY in config file
Output:
- source code in C++ or C# for Windows Visual Studio
- installation package for immediate instalation on computer (compiled source code)
