Need speed improvement in balanced K-means clustering algorithm

We're currently building a large-scale data mining system and need a data science expert to speed up the balanced k-means algorithm.

The dataset has over 20k points and we need to finish the clustering within 30-40 seconds.

We can provide the benchmark project and whatever you do with whatever tool, we need speed enhancement.

We will provide more details in the interview.
