I need a website blocker that works with all browsers on WIn 10 (and for iOS later though) and can't be deleted without a password. All chrome extensions can be removed from the extension list without password.

I want to run the app or script on a device once and on that device, no one will ever be able to access certain websites like facebook, youtube, etc.

and the user won't be able to detect it, delete it or uninstall it.
