Build a load sensor based weight change detection

Need an entire electronic circuit that can detect changes in weight and turn on a relay.
The load can be anywhere between 2 ounces to 16 ounces.
If the weight reduces by 0.5 ounce, a relay switch should be turned on.
Need the complete circuit with proper housing and an adapter that works at 110 V and 240 V.
