MS EXCEL - VBA & Macro Development (Advanced)

I am looking for an expert in MS Excel to develop a special .csv file generator as per the attached BRD and .xlsx spreadsheet prototype. This tool will allow us to maintain static content in various locales inside our Magento 2 CMS.
Skills and experience required:
- Expert in MS Access VBA and Macro.
- Advanced knowledge on the coding functions.
- Ability to challenge or question the BRD in a constructive manner
- Potentially propose functional amendment/solutions which serve the ultimate goal.
- Ability to work with provided designs or suggest design recommendations
- Strong communication skills to discuss additional features.
- Ability to align with project lead and other developpers under the project.
- Access to Trello Dashboard and MS TEAMS for collaboration purposes.
The following constraints needs to be considered:
- The spreadsheet GeneratorCSV will be a shared documents, hence a logic of "user-rights" should apply.
- Need ability to clearly understand the technical requirements as per attached BRD
- Compatibility with .csv translation files located in a i18n folder of which location needs to be determined with our developer (Our site has 12 different Storeviews with Locales).
- End-project documentation.
This project will lead to other mission if it is achieved with success, within time, and gives satisfaction.
