Create a Flash banner from ready made .psd template

I'm needing one flash banner, size 300x270px. I have a ready-to-use PSD for this with all images sorted into clean groups to show the respective frames (some frames to be shown one after one). Pretty easy.
Would need minimal animation (fade-in's / outs of graphics / texts) to make it look better. Banner needs to be 50KB max to be accepted by ad networks and repeat the animation 1 time before freezing the last frame. Whole animation length in total must not exceed 30 seconds (before freezing at the last frame) to comply with Google.
Delivery of .fla or .swi file alongside compiled .swf required.
Edit: The face (just the face) should be animated like in the example .swf "Rectangle-300x250pixel-Gesicht.swf" attached (with the squares...)
