Responsive switch to display desktop view on mobile

Need expert in js, viewport, responsive css web design, and must have an iPhone to test solution. Please do not apply if you do not have test iOS devices.

Test website has the above switch enabled in js that allows user on mobile device (ie iPhone) to switch between responsive mobile design and desktop layout on same mobile device. However it is not adjusting on iOS device when user rotates from portrait to landscape. Without switch, both responsive and desktop design, adjust to fill screen on rotation but with switch enabled, on rotation, viewport maintains the device width and doesn't zoom. Project involves bug fixing this.
Please review the above web link and test on iOS device; the same issue occurs. If you can fix, it please respond to this project.
