Tax Research Report Cover Design

I am searching for a graphic designer to assist me with the design of a \"Cover\" for a report that I will be distributing. 8-1/2\" wide x 11\" tall. Bright colors. Graphic images that are related to money and taxes. The working title for the report is \"Curious Tax Tales From The Past\" and deals with stories and tidbits about wealthy and famous people that have been ensnared by dishonest advisors, aggressive behavior or overzealous tax agencies and officials.
I will be glad to send the actual report (which will be 6 - 8 pages in length) when a designer has been chosen. Once the project has been completed I would also prefer to receive a file with the cover design in some kind of editable format (Microsoft Publisher is preferred) since the title of the report has not been finalized yet.
