i want to upgrade a Wordpress website currently using this theme

the problem is that lot of php files in the theme folder has been changed directly so if i want to change to another theme, it's difficult to upgrade since the hard coding in php needs to be implemented as well.
ideally i would like to have a better look for the website by changing CSS. please let me know if this can be done
it would be great if you can provide a sample template of how it will look
also, i would be interested to know a separate quote for the mobile version of the theme if possible
