Large Commercial HVAC Design

I'm looking for a skilled engineer to design an HVAC system for a large commercial area exceeding 5000 sq ft. The space requires constant temperature control to ensure a comfortable and productive work environment.
Ideal Experience and Skills:
- Proven experience in designing HVAC systems for commercial spaces.
- Knowledge of constant temperature control systems.
- Ability to handle large square footage projects.
- Sound understanding of HVAC codes and standards in state of Wisconsin
Specifically
I am looking for an HVAC engineer who is creative and innovative in reducing both energy and cost at the same time. I am trying to design a low energy usage warehouse that is also low cost to build and operate. The concept is to use standard residential units.....that offer low cost due to scale and simplicity to reduce cost. Then use a combination of geothermal units and standard units to produce a robust....yet low energy system. People doing only geothermal are over specifying the system in case of performance issues and the site may not support enough geothermal......unless we use vertical boring (which is too expensive). By doing a hybrid, we can account for weather extremes while running most of the year with goethermal only.
The warehouse will be 12-16,000 square feet open space with ceiling height on average of 19 feet and require both heating and cooling. We typically heat to 65F in winter and cool to 75F in summer. Located near Madison, WI. It will be new building with state of the art insulation to R38 or better. 10 people working in the building with minimal extra loads from LED lights and circulation fans. No vehicles will be stored or run in the building. Pick and pack distribution operation only.
Finished product would be plans and state approval for permits of low cost and low energy use system.
