photo upload - resize - generate link for bbs

I want surfers to be able to choose a directory on their computer, plug it into a browser OR a standalone app on their pc, upload the files to my server, and then they should be presented with the bb code to use on a forum.
For example - Bob has a folder called "Flowers" on his computer. He can either choose that folder in the PC application OR on the browser. The program will then upload the files to my server. Then, Bob can place the generated BB code on any forum to display the thumbnails. When clicked, the thumbnails will open in a new window to show the full size image.
The page that the full size image is on will have room for a header on top and the surfer should be able to click "Next" to see the next image in Bobs collection.
I am open to suggestions on how to best handle this process, but please do not leave a copy-paste resume on here - I want to hear something pertaining to my project along with your bid, not a list of 48000 other websites you've built.
