MPEG-4 Conversion Project

Video conversion GURU needed to provide command-line conversion commands that will be incorporated into a larger project. We are using the X264 codec to convert to H264/MPEG-4 format suitable for late generation IPod/ITunes and IPhone playback (while still being acceptable Flash 9 H.264-enabled players). The quality options will be as follows:
* Premium (HD-Quality, the very best)
* High (also excellent, just one step below premium)
* Good (solid quality, better than normal)
* Normal (passable, still better than, say, YouTube's typical quality)
Each option must generate the appropriate video and audio quality (of course depending upon quality of original material being converted). The ideal solution will support the conversion of as many non-MPEG-4 file types as possible to the MPEG-4 format.
Again, I just need the command line codes for Mencoder or FFMPEG to use with the x264 codec (including any and all associated libraries) to achieve the desired results. If you can actually call this using PHP, that is a HUGE plus, but I already have a programmer who can roll these commands into the script.
