Urgent C++ Windows w/ Mysql small app

I need a small C++ Client and Server created that does a simple function with mysql.? ?

The Server is a small Win32 service supporting /install, /uninstall, and /console commands.? This will have a small config file that contains a mysql host, username, password, database name (4 values).? ? ?

The client will send a broadcast udp packet looking for the server.? The server will respond by sending the? 4 values to the client.? The client will cache those values as registry keys.? ? If the server doesn't respond the cached values are used.

If the server does respond in time the cache is updated.

The client's only job when run is to connect to mysql, upload the file C:\Windows\System32\[login to view URL] as a BLOB to a mysql table.? ? ? You may test with any schema as this is only for example.

Please confirm in your bid you can do this quickly using only Win32 (no mfc or atl or stl, link to libmysqlclient.a and using socket/bind/send/recv).

Bid amount is high for a project of this size due to the time.
