Magento template and customization for FOR DEAL SITE

We have PSDs ready, now require a professional magento theme developer to convert the design into a template. Magento will be running as deal framework with "Group Deals" Addon.
Template required for:
1) main page (deal page) + HTML, CSS and JScrips
2) account pages: about 3-5 pages with common content
3) one-page-checkout(login, register)
4) Merchant part: Merchant can access the admin panel, but only for add/edit or see own deals.
So we need simple design customisation(CSS only) for merchant account and merchant login.
Specifications:
- Valid xHTML/CSS,
- Cross browser compatibility
- SEO optimised theme
Plugins will be integrated and fit to magento from developer:
1) "Developers-inc Group Deals (Groupon Clone)"(This plugin not overwrite Magento core)
Other plugins to integrate to magento framework:
1) One-Page-Checkout
2) Canonical URL for Magento
3) 2-3 payment modules from magento-connect
Maximum 250$ milestones payment. Rest will be payed only we are satisfied with the work on our server.
