Oscommerce project need some tweaking

We are building a ecommerce site for a business that sell and make towels, bathrobe, washcloth,
and near 50 other different products. Some of those products are custom made, like sheet for a massage table
and need input from the client to log dimensions.
The customers that will use the site is a list of near 100 distributors or store, pre approved. not every buyer
on the web.
We made small and mostly regular shop project in the past. This is our first os commerce,
we need the help of an experienced os commerce developper for tweaks and meet the client's needs.
Here is specific request from the client:
- First, The site need to be only accessible to a logged customer. (Important request)
- The client asked if she could approve a new client registration before it goes live, and can use the site.
- - If a report of new client registration could be made, that could solve this specific need if unable
to manually approve the new registration.
- Be able to set different prices for all the products depending on the client. Important request, if possible.
- Need to log custom information like measure, fabrics, and other information about a product.
If not already programmed into the system.
- -We thought that the note field on the order form could be good enough. If there is a better way,
or more efficient.
- If necessary, have multiple photos for a product. (important request)
- - link the photo of a product, to access the product information if the picture is clicked.
(if possible)
- Customer should have the possibility to request a quote. Prepare an order that can be
manually approved and modified. We found the order editor that allows to modify the fields of an order.
we need help for the quote request part.
- Be able to pre-select a payment method for a client. Most of the clients would pay by paypal / credits cards.
The client would like to be able to authorize some customers to be account receivable (to be billed later)
- Shipping cost. The client asked if the possibility exist to reserve a certain amount of money on the invoice, for shipping cost and reimburse the part not used. Medium to high importance request.
- -The other possibility we looked is to produce a second invoice once the total shipping cost is known.
is there a process or module that can facilitate that.
