Need Someone to Make Facebook Tool

I'm looking for someone to help me develop a Facebook software script. The user should be able to use this tool online like a regular website (sign into their accounts and use it from there) and not have to download it onto their computer.
The main idea of this tool is to help the users track and target specific Facebook users based on the type of audience they want to target. They should be able to extract these audiences onto a spreadsheet and use it. You would need to be sure that is tested and working properly with no errors or bugs.
More details of what I need exactly is definitely provided through PM during interviews. I would prefer a team for this project and am also looking for a someone to work long-term as I have other projects that needs to be done after this one is completed.
