I Want To Create A Statewide Event/Community Calendar

Basically, I want to create an event calendar for the state i live in. It will be a very basic site in terms of design; all i need is a way for members of the general public to list their events on my website's home page. Users will have to create a username and password, however, in order to be allowed to advertise their event, whether it be a garage sale or a community meeting. I will need a form that can be accessed that people can enter details about their event (in other words, this form will have to have separate boxes where people can type info about their event in). If possible, I also want a way for me personally to manage the site, where i can ban/delete event postings that are inappropriate. Lastly, if possible, i want a blank space on the VERY TOP of the home page with 9 separate blank boxes that I can sell text ad space for. I want these boxes to be about 3 inches wide by 1 inch tall, 3 rows tall by 3 rows wide. Sorry... One more thing... I would like there to be as little technical things as possible for me in terms of maintaining the website. For example, I don't want to have to use php or html if I want to enter an ad in one of the text ad boxes i talked about above. Thanks!
