Need Simple PHP Profile and Email App

I need a PHP powered system and integrated into a functional website designed to :
1. Collect and store emails
2. Get basic information (name, city, password, picture, description etc)
3. Crawl a site like [login to view URL] using an url and get some basic data
4. Create a Groupon like profile page that displays users information and has time limits
5. Collect payments using [login to view URL] API
6. Send out daily emails to users automatically
The app will be fairly similar to this site in design and functionality but much simpler and for dating instead of daily deals:

It will need a basic admin backed to manage profiles and users. Looking for good CSS skills and some sense of design as well. Overall an project that shouldn't take more than 2-3 weeks at most and simple to implement.
