Build A Wordpress Plugin For A Repair / Service Website

I would like a WordPress plugin developed that can be installed into multiple Wordpress sites for an electronics repair business.
How this needs to work:
User would like to book a job on the website
User enters name, address, email, phone number
User enters device, serial number and passcode
Enters issue with device or repair required
Hits Send
A Job is created and a job number along with details is emailed to user and admin
User sends us the device, we receive device
Once we know the issue we want to send the user the quote or an update via the admin panel so it automatically emails the user and saves our update
Once the repair is complete we want to send an update via the admin panel to collect device
Also may need option for paypal integration & other update notifications.
Required in 3-4 weeks after job is approved.
