Read Modbus Register with PHP from EmonCMS

Hi Freelancers,
I currently use the EmonCMS dashboard for monitoring of systems for my clients and would like to create a scheduled task (cron job) as part of the EmonCMS Framework that will read a modbus register from a modbus over tcp/ip device and post the result to the EmonCMS system, (pass json values in a url string) once every hour.
The process would be as follows.
Task --> retrieve Modbus Register value over TCP/IP --> pass value as json in url get request
The developer should:
1. create a list page for the tcp/ip address, port number and modbus Regiseter to be read
2. create a entry / edit page for the items in the above list
3. create a cron job/task to run every hour and loop through each item in the list and retrieve an integer from modbus device
4. post value via json string in url to EmonCMS
