API cron job to sync domains between separate domain services

We have domains in our client portal that need to be synced with our outside dns provider. both systems support api calls. Want it to compare the domains between the systems and write any missing domains from our client portal to our external dns provider. Mush be able to be ran via cron and to send status completion emails.
