Build home page of new website. HTML5, CCS3, JQUERY

We would like to have the attached page designed in HTML5, CSS3, PHP and Jquery. All code must be written to standard industry expectation and the page MUST be fully responsive right down to mobile.
We will provide all the graphics.
Expectations:
1) Each sections images should load and transition in as you scroll to that part of the screen like most modem websites.
2) Yellow arrow pointing down in the space section should scroll with ease to the about us section.
3) Live chat icon should stick to the bottom right of the screen
4) The popular items should be a jquery carosel. When you press one of the arrow buttons it changes images which should just be dumped a folder
5) Footer should be an include in PHP so it can be added to every page dynamically and not just pasted HTML.
See attached to find the design. There will be lots more work to follow if completed on time and efficiently.
