Create a Simple Wordpress Responsive Template

For a client we need to develop a simple Responsive Wordpress template.
The website concept design contains:
Header
Consists of one line with Logo followed by a menu (home, who, how, facts, contacts) followed by language switch (Nederlands, English). The client should be able to change the menu's according the the Wordpress standards
Body:
- Most pages will be filled with CMS content using the full width of the body
- Some page will have a image left and 50px - 100px with content right. These pages could have pagination
- There will be one page with Employee photo(s) and contact details
There is document available with the conceptual design, this is high level and need finalisation in the project.
There is no ipad/mobile responsive design available this is expected as deliverable within the project.
At the end we expect delivered the (full) sources and intellectual property of the developed code. The delivered Template, Stylesheets and Javascript should run without errors, like W3C compatible, no javacripts errors etc. A full instruction on installation. The template is compatible with the latest Wordpress release.
The template should work correct on IE8 and higher, Firefox, Chrome, Safari, Ipad, Tablets and mobile phones.
The Wordpress (code) standards should be followed throughout the whole project.
